This is a dress that i made up. it's designed for travelling through Middle Earth and so is more practical than the other elven dresses i've created. It's green for basic camoflage and has a MASSIVE skirt for riding. i'm currently making a cloak to go with it.

She had green eyes and red/orange hair, so she dresses quitealot in green clothes.

Designs don't have to brilliant works of art. Mine are basic line drawings that usually miss off the bottom of the dress and have notes scribbled all around the edges.
Also, you won't necessarily get the design right first time. The Council Dress that I made isn't quite what I had in mind when picturing the scene, so I might remake it later now I've decided on a more accurate design.
On a side note, I love the doll you've chosen for your character. She looks a lot like the dolls I use for Embrethil, so if you have her make I'd be really grateful.
